Constitutional Reform: Aspiring for Co-existence, Equality and Effective Governance

A report summarizing a proposal for Constitutional Reform that was put forth by two professors from the University of Balamand, Dr. Nawaf Kabbara and Dr. Elia Elia. The proposal was presented at a roundtable discussion that was organized by LCPS on January 26, 2012. Its recommendations included the rotation of power over the four constitutional institutions- Presidency of the Republic, Parliament, Council of Ministers, and the soon to-be established Senate- by four groups which are largely defined by their sect. With this new formula, the proposal redefines the responsibilities and functions of each institution as well as proposes a mechanism to elect the head of each of these institutions.
