This report aims to shed light on the most prominent weaknesses and problems that the Lebanese Parliament exhibited in its performance of its oversight and legislative functions, as well as to inform public opinion about the institutional challenges that Parliament faces at several levels, including the political system itself and the dispute over constitutional powers, as well as administrative issues, the work of MPs, and the legislative vision that is supposed to guide parliamentary activity. 

The report also addresses some of the problematic interpretations of the Constitution or Parliament’s rules of procedure according to the political agenda of MPs and their blocs. In addition to reviewing Parliament’s minutes and the rules of procedure, additional research was conducted to identify the problems and challenges facing the work of Parliament and to develop the desired solutions.
